Open water means a five by four by five box around the bobber holding nothing but water and air. Treasure only appears there, and a roof, a boat or a dock over the bobber is enough to lose it.
Where a catch comes from
Luck of the Sea only moves this choice. Junk carries a quality of minus two, treasure plus two and fish minus one, and the game adds quality times your luck to each weight. Inside a category the weights never move, so more Luck of the Sea means more treasure and never better treasure.

Open water matters more than any enchantment. Without it there is no treasure entry at all, so a fishing hut with a roof over the bobber cannot produce a nautilus shell no matter how long you sit there or what your rod says.
After that it is Lure, not Luck of the Sea, that changes your evening. Lure III takes the average catch from twenty seconds to five, which is four times the throughput; Luck of the Sea III roughly doubles the treasure share. Both together are what an AFK farm is really made of.
It moves one choice. The fishing table picks between junk, treasure and fish with weights of 10, 5 and 85, and each carries a quality of minus two, plus two and minus one. The game adds quality times your Luck of the Sea level to the weight, so at level three treasure goes from 5 percent to 11.34 percent and junk falls from 10 to 4.12. It does nothing at all inside those categories: your odds of a saddle rather than a name tag never move.
About 4 and a half minutes on average with Luck of the Sea III and Lure III in open water, and about 40 minutes with a plain rod. A saddle is one of six treasures at equal weight, so it is 1.89 percent of catches at Luck of the Sea III against 0.83 percent without it.

No, only how fast. Each level takes 100 ticks off a wait that starts between 100 and 600, so the average catch goes from about 20 seconds to about 5 with Lure III. Rain speeds the countdown further and a blocked sky above the bobber slows it.
