The tower is 240 blocks tall, so in case you want to copy the build into your world/server there are 17 blocks of margin starting from the sea level, so it should fit in just fine in most biomes
Main issue I've faced through the entire build process was the fact that the New Vegas model of Lucky 38 is kind of a mess. First of all, it's severely underscaled. In fact, it is so small, that all of the in-game interiors are larger than the tower model. Second of all, the design of the top of the tower is different between interior and exterior models. For instance, exterior model completely misses the penthouse floor, while cocktail lounge floor got different proportions compared to the interior.
Since the "saucer" part of the cocktail lounge is the only thing that technically exists in both interior and exterior models, I decided to use it as proportional reference for the entire build. Once I've scaled it up more or less accurately to the Minecraft player size, it was quite easy to figure out the rest of the tower.
So far the interiors of cocktail lounge and penthouse are quite basic, as I had to minimize the use of any solid blocks, to avoid making that giant shadow over the entire build, so I basically ended up with stained glass and carpets for all the floors, since they do not obstruct any light. There is some shadow overcast in the final build, caused by the trims made from solid vlocks, but it's almost unnoticeable.
